Some argue that a great nation is defined by the achievements of its rulers, artists, or scientists instead of the general welfare of people. I fundamentally agree with the assertion that a great nation is due to its general welfare of its people. At the same time, however, under no circumstance should we ignore the achievements of rulers, artists, or scientists; otherwise, the nation won't progress in any area they excel at.
A prominent nation must consist of a majority of factors to constitute, not to mention the importance of the artistic and scientific areas, even the rulers' achievements. Yet, the major factor of becoming a great nation is the general welfare without doubt, since the nation is derived from the gathering of people. Without considering the welfare of people, the society will be rife with chaos prone to be a place unsuitable for people to live. The criminal rate, unemployment ratio, suicide events, etc, will definitely skyrocketing because the government ignores the welfare of its people. Due to these, the world will view the nation unsafe and refuse to consider the nation a great nation.
Furthermore, had the government takes account for the welfare of its people, the nation is likely to gain its reputation among citizens that facilitate the policies, claimed by the nation, to implement. With the support of people, the nation is able to implement lots of revolutionary policies which will enhance the nation status around the world. In addition, people around the world might be attracted to come to visit this rising nation, and spread the nation's advantages to others when they're back to their own nation. That is, "soft power" of the nation.
Finally, with the effort to become a great nation, it's indispensible to retain the elite scientists of the nation. If the nation fails to consider the welfare of people, the society will be in chaos, as I mentioned before, and be unable to attract the scientists to stay. Other countries will hire the scientists with high payment, or provide a better environment to do some experiments that the scientists' own chaotic nation is unable to supply.
In sum, in order to become a so-called great nation, the nation should always put the welfare of its people in priority for the reasons above. While focusing on the achievements of certain groups of people would serve to augment the status of the nation, at the same time it might cause the chaos society. The nation, in my view, is defined by its people.
