The passage and lecture are arguing over the question whether the TED is an efficient way for saving the caught turtles. The author lists three reasons to state that TEDs are not efficient equipment. On the contrary, the professor challenges these reasons and she rebuts them one by one.
Firstly, as it is said on the passage, the shrimp boats may catch one turtle per month and it is should not be necessary for shrimp boats to use the TEDs. In contrast, the lecturer refuses this point and she asserts that there are thousands of shrimp boat in coast. In this respect, a large numbers of the turtle are cuaght. Moreover, the ratio of the turtles which are caught should be compared with the turtle population not shirimp boats numebers.
Second, the author mentions another effective way for saving the turtles rather than TEDs. Based on the passage, the shrimper should keep their nets only for limited time and then pull it up and save turtles if there is any turtle in net. On the other hand the professor casts doubt on the efficieny of this way. She points out that is not so esasy as the TEDs for government to control that the shrimp boats regard the time limited. In other words, the governemt are able to check TEDs as vital prart of equipment of the shrimp boat, but the goverment cannot moniter thousans shrimp boats whether they care to limited time or not.
Third, the author maintains that the TEDs are not proper and eficient for large turtle. On the other hand, the lecturer admites this point, however, she says that the TEDs producers are able to produce new TEDs. These new TEDs have more space for escaping which provide a proper opportunity for large turtles to escape from net.
