According to the lecturer, thousands of turtles are caught every year, and it is definitely a big problem.
Secondly, the writer suggests that setting a time limit for shrimp boat to cast the nets under the sea. In the article, it is said that this won't hurt turtles while keep the shrimps in the nets. The lecture, however, rebuts this by bringing up the point that this approach only works in theory since a thorough enforcement among each shrimp boat will be impossible. Therefore, the difficulty of managing whether a boat pull up its nets within time limit makes this approach problematic.
Finally, the author posits that the TEDs will be of no use if a turtle of larger species is trapped since it won't be able to escape from the nets even it is equipped with the TEDs. In contrast, the lecturer's position is that it is easy to modify the TEDs for larger species to get through it. She claims that bigger TEDs can be produced.
