The reading passage lists three reasons to support that government should not create stricter regulations for handling and storing coal cash, while the professor in the lecture disagrees all the reasons and insists the need of new regulations.
The first reason the lecturer argues is that regulations which exist now are not sufficient because they are only suitable for the new landfills. Since some old ones are not added liners, some harmful components would ooze into the ground and pollute the underground water. That is to say, the claim in the reading that existing rules are enough is not convincing.
Secondly, the reading holds the view that stricter regulations will raise the concerns from general people and they may think coal ash is dangerous, so the recycling of this material will be hindered. The professor, however, mentions that mercury, another poisonous material, is also under a strict supervision but few people concerned the safety of using it. According to this similar example, people will continue to use coal ash as before. Thus, the professor fights against the view in the reading again.
Furthermore, the professor represents her idea that it is worthwhile for people to pay a little more for a better and cleaner environment. Also, by accounting in math, the average price will up only by 1% after the government enacts stricter regulations in this field, which is far from the suggestion in the reading that the price of electricity will increase sharply because of the increase of the total cost.
