The reading and the listening passages are both about Coal ash, which is a material that contains small amounts of potentially harmful chemicals. The article mentions that the U.S governments should create new, much stricter regulations for handling and storing coal ash. However, power companies' representatives have the opposite view, which the lecturer challenges each point that was made by the writer.

First, he reading passage states that companies already use liner to prevent wastes from leaking to the environment and must use liner for every new pond or landfill. However, the professor casts doubt on this information by saying that the liner is only used by specific companies, who use only new field or new pond. Also, she says that the harmful materials leak to soil and contaminate the water. Thus, regulations must be in old and new landfills.

Second, the reading passage mentions that the consumers may become concerned about recycling coal ash if there is a new regulation because it is dangerous. Thus, stop buying the products. The lecturer explains that the mercury is one of materials that people had concern about it because of the regulations, but consumers still use it and recycle it.

Third, the reading passage points out that the new regulations will increase the cost of disposing and handlining the materials by power companies. On another hand, the lecturer rebuts this point by explaining that it will cost only 1% when it is compared to the cost of environmental damage, which is $15 billions. Thus, it is worth for a clearer environment.
