First, the author argues that the current regulations, which power companies currently have, are capable since they require companies to use liner while they dispose of coal ash in disposal ponds. Conversely, the lecturer brings up the idea that the companies use liner only when they dispose of coal ash into a new pond or landfill. But, they aren’t required to add liner to old ponds. As a result, the condemnations may leak into the grand water and make it polluted. Therefore, strict rules should be considered to control the disposal of coal ash for new sites as well as old sites.
Furthermore, the reading holds the view that adopting new rules for handling coal ash would cause consumers to stop buying the products which are made out of recycled coal ash since consumers may conceive that they are hazardous. On the contrary, the professor underlines the fact that the stricter rules will not influence the consumers. As the same experience about making strict rules for handling mercury have been successful and did not affect the customers who bought the restored products, creating new rules for handling coal ash won't affect recycling coal ash as well.
Finally, the reading passage asserts that the increased cost of disposal and handing would be so much that it entails companies to augment the price of electricity significantly. In contrast, the speaker dismisses the issue due to the fact that although the cost of imposing new regulations will be a lot for companies, according to calculations, the average price of electricity bills will increase only one percent. Thus, the minor increase in electricity bills is worthwhile to keep our environment clean.
