First,the passage claims that imposing high taxes on cigarettes may push smokers to buy less packs and will lead them to smoke less often resulting in a healthier life style. However the lecture states that the higher the prices are the more the customers are urged to buy more dangerous product with less quality , which not only it will result in more diseases and health risks but , it is also unfair for low income employers because higher taxes are greater expenses for them rather than it is for wealthy people.
Secondly, the passage asserts that the government can obtain the money and spend it in projects which benefits the society.Although , the lecture claims that this will lead to the government being dependant on this income and so it may stop trying to forbid smoking in places like public parks or buildings.
