The author of the passage is presenting three solutions for controlling the salinity level of the Salton Sea in order to save animals and birds population from the danger of increasing salt level in the lake. However, the lecturer finds all the ideas impractical and accounts for their disadvantages.
First, the author suggests using certain kinds of facilities which evaporate the pumped water into the machine and separate salt and other chemicals dissolved in the water from the pure water and later the sole water will be returned to the lake. Although the lecturer agrees that this process reduces the amount of salt existing in the lake, it has some harmful consequences. Despite the salt in the water, other chemicals can be toxic for the human. Hence, if the wind blows and spreads these chemicals into the air, they might adversely affect humans' health.
Furthermore, the author believes that bringing the ocean's less salty water into the lake is a rational solution. On the contrary, the lecturer believes that due to the fact that required pipelines and canals are extremely expensive and by considering how far the ocean is from the lake, the government might not be able to afford the expenses. Therefore, this solution is not economical.
Finally, the last solution which the author highlights is to divide the lake's water into sections using walls. In this way, salinity can be controlled in the main section by directing small rivers flow to the main section and provide the lake with fresh water. In contrast, the lecturer asserts that constructing these walls is not a reliable solution and an occurrence of an earthquake which often happens at this area will destroy all the walls and the separated sections will again aggregate. Hence, this solution is not effective in the long-term.
