In the first place, the reading states that in order to ovoid the spreading of can toad, the government may use fences. But, the listener disagrees, and says that this idea won't work due to the fact that these animals live in rivers. So, fences won't stop them because they may be carried by water streams. Furthermore, little eggs may be transported to the other sides of the fence.
Second, the reading says that government may use citizens to hunt the cane toad, thus this practice may help reduce the population. In other words, because citizens are not train to distinguish frog's species, then they may damage native frogs as well.
