Both the reading and lecture are about coal ash- a waste product of burning coal-. The United State has suggested some strict rules for controlling this harmful substance to preserve the environment. The article provides three reasons why companies disagree with these rules and then supports them. The lecturer casts doubt on the claims made in the article and finds all of them unconvincing.
First of all, the author of reading declares that such rigid rules have already been in the country. For instance the companies have to apply a special material which is called liner and prevent from leaking coal ash to soil, water and environment; hence, they must employ liner in new ponds and landfills. This point is challenged by the lecturer. She points out that nowadays, those mentioned rules are not sufficient. For instance, liner has just been used in new landfills; however, the old ponds fail to take advantage of this situation and the coal ash can leak into water and soil again.
Secondly, the article contends that these laws can jeopardize the recycling procedure of coal ash because some building materials such as brick are being obtained through power plants; therefore, the offered rules can reduce consumers of recycled coal ash products due to fear; in the contrast, the professor believes that there are a huge number of strict rules for other materials like mercury. This toxic substance has being controlled for many years and it has its own consumers because its handling is safe and accurately.
Finally, the reading passage states that the cost of disposal and controlling of this plan can be very expensive for power companies; consequently the price of electricity will rise up.; conversely, the lecturer expresses that it is true but it is worthwhile in using these rules, because if consumers start buying the handled coal ash products, the cost of electricity will be trivial.
