Both reading and the lecture discuss about whether stricter regulation law must be created or not. The author mentions that new regulations are not necessary and lead to negative results. By contrast, the lecturer believes the opposite view.
First, the reading passage says that, there are effective environmental regulations such as using liner-special material which prevents coal ash from leaking into the soil and contaminating the drinking water. However, the lecturer mentions that, this method is not sufficient because companies are not required to build a new land field for a new liner. Therefore using the old one leads to produce harmful materials which contaminates drinking water.
Second, the reading passage claims that, if new stricter laws are adopted, companies might discourage the recycling of coal ash into other products such as, concrete and bricks because consumers might think that coal ash are is too harmful and refuse to buy these products. On the other hand, the speaker says that, adopting new rules do not mean stop recycling products. companies can safetly for over 50 years recylce recycle coal ash and produce material sush as mercury that are not harmful.mercury and it receives little concerns.
Third, the writer believes that adopting new rules will increase the cost for power companies and then will increase the electricity price. The speaker, on the other hand, mentions that this process will increase the price of electricity by just 1 percent, which is not a serious severe problem.
