It is wordy for the first reason and takes too much time. The correct time pattern:

Introduction. something like '....and provide two reasons to support'. about 15-20 seconds. (content from reading)
Reason 1, blabla... about 20-25 seconds (content from lecture) //Don't spend too much/less time on the first reason
Reason 2, blabla... about 20-25 seconds (content from lecture)

and it is not complete for the second reason. It is something like this:

Second, student are not interested in getting leadership experience because of the fact that lots of leader positions of various group have no one to apply, and even the student council does not have VP. At the same time, as the man says, student are too busy to devote time into serving the committee, and therefore it is hard to find enough student to join in the committee.
