I try to figure out my mistake at this type of questions. I would give myself 27)))) Thus, my understanding of the requirments is not correct.

It doesn't mean there are something wrong with the speaking. We compare the performance to other users who got 26 or over in actual exams. It may get 27 in actual TOEFL exam.
