The reading passage claims that turtle excluder device or TED is one of the most important solutions to recover turtles' population, which are threated by shrimps-fishing boats. But this method has been criticized for many reasons. However, the lecturer finds all the ideas dubious and presents some evidence to refute them all.
First, the author holds the view that hardly turtle get trapped by shrimp fishers and fishers complain about staggering costs of TED because the cost of losing one shrimp is higher than saving one turtle. In contrast, the lecturer brings up the idea that there are vast majorities of shrimp boats in the ocean, so, they may individually and accidentally trap a turtle but the population of a turtle as a whole will diminish drastically.
The author also asserts that shrimps boats should shorten the time of nets keeping under water, which is a more reliable method than TED. On the contrary, the professor underlines the idea that it is possible only in the theory because it is impossible to enforce in the real world. In fact, the government will not be able to control the time of nets keeping underwater. So, this could not be an effective way to save the turtle.
Finally, as set forth by the author TED is not effective for larger turtles. Indeed, some species of turtles are larger that cannot escape through the passage. Conversely, the speaker dismisses this issue due to the fact that TED's design could be modified easily and quickly and it could be no longer a serious problem. SO, by changing the method, the problem of larger species could be solved vigorously.
Having scrutinized all the premises, a logical conclusion that can be drawn is that there are pieces of evidence having been ignored by the author while the presence of which could strengthen the author's claim.
