The author contends that the government should provide students at universities by fully funded scholarships. This is a claim which is not always applicable and I assume it as unwise. In fact, the number of awarded scholarships should be limited to only some categories of students. And the amount of allocated budget should have a range from all-expenses included funds to the other side of the range, which can be some-expenses included funds.
