1. the first sentence should be 'the most important characteristic of a good neighborhood is environment. then give two reasons to support. for example, the first reason is: nature environment, the second reason is: social environment . it is wrong to say: the most important characteristic of a good neighborhood is nature environment because the second reason goes to social environment.
look for a sample:
I think the most important characteristic of a good neighborhood is environment.
Firstly, the natural environment is very important. If you live in a place full of sunshine and trees and flowers surround it, you’ll feel happy. A good mood will give positive influence on many aspects of your life.
Secondly, social environment is equally important. If the people in the environment are friendly, you won’t have any trouble with people making noise or people stealing things. You will feel safe and helpful.

2. the second reason is not developed well because you put about 5 seconds for the conclusion. as we told, we don't need a conclusion for TOEFL speeches.
