There are several significant differences between owner occupied houses and rented houses from city council from 1995 to 2005. Furthermore, city council constructed buildings were 6015 in the beginning of 5 years course. Nevertheless, the number of houses and flats is just zero in 2005. Due to these facts, it is undeniable that there was a sharp decline in city council housing from 100% to 0%.
