Why the score is 25 not 28 or
Why the score is 25 not 28 or 30? Is the problem with the content, grammar, or fluency? I need to know so I can focus and work on my weakness in speaking.

It is related to content,
It is related to content, vocabulary, pronunciation and overall performance. We compare the performance with following two users who got 27 in TOEFL exams:

We rarely give users 27 except very outstanding. So most likely you will get 25 or 26 if we can't find big flaws in the speakings. If you can continually get 26 in testbig, it means you have the potential to get 26 or over in actual TOEFL exams.
