driving and driving not same topic? why it like?
Is there is no specific reasons for that? because i couldn't find out any difference? may i am wrong but I want to know the differences between them.

so why 16 not 15, 14, we may say:
1. At 16, they are physically strong enough to handle a car. ...
2. At 16, they are more responsible (psychologically ready) to run a car. People may get drive license at 12, but let them drive a car on high ways would be a danger for any body. ..

The topic is not related to drive license. and the second reason is somehow similar to the first reason.
