In the reading section, the writer contends that there are three reasons that cause representatives of power companies to be in disagreement with creating some regulations for handling and storing coal ash because environmentalists believe that this substance is dangerous; however, in the lecture, the professor casts doubts on the reading points by presenting some counterarguments.
Firstly, the writer claims that nowadays there are some regulations for this purpose including using liner, a material that leads coal ash not to leak into the soil and contaminate it; in contrast, the lecturer rejects this notion by stating that this material can be used in new pond or landfill which are used for getting rid of coal ash, but there are a lot of old pond or landfill which are applying for this purpose and there isn't any liner in them, so current regulations isn't enough.
Secondly, even though the author asserts that creating these laws can prompt the population of consumers of recycled coal ash products to be reduced, the lecturer believes that this reduction is unlikely because this situation, creating regulations for using a dangerous material, happened in the past for using Mercury, but there wasn't any reduction in population of consumers of its recycled products.
Finally, according to article, these strict regulations can lead to an increase in disposal and handling costs for power companies which ends in an increase in the price of electricity; nonetheless, the professor challenges this idea too and mentions it can just increase the costs about 1% which it is worthwhile for having a clean environment.
