An ailing patient should have easy access to his or her doctor's record of treating similarly afflicted patients.Through gaining such access,the ailing patient may better determine whether the doctor is competent to treat that medical condition.
I do not agree in toto with the speaker. This is because,as given,not always the patient can judge the doctor correctly based on his or her records and is based on assumption that only records can affect the preformance of the doctor. I will cite several examples and explanations to discuss my position.
In general, the patient may select the doctor as per his or her success percentage only. But the patient can get no idea of how the doctor dealt with a particular case. May be the doctor was very good at few critical cases and was helpless even the condition of few patients was normal. So one cannot be dependent on the records of the doctor.For example,consider a doctor who is a specialist in dealing with heart attacks. May be his success ratio has dropped only because of few patients who nevertheless have no scope of being cured.So relying on the records may be misleading.
However,the records may help to suggest in certain cases.Consider a general doctor, having a glance of his records one can get an idea of how good he was in dealing with a particulat ailment.Because as we know a general doctor cannot be good at curing all ailments completely(including certain critical cases) if we have a record of his experience in cases where he was faulty we can avoid consulting him if we are suffering with the same ailment.
Nevertheless, only records cannot help us to decide whether a doctor is efficient or not.Indeed we have to consider reviews of the patients he or she dealt with.This may be effective because the already treated patients can have a clear idea of how the doctor was able to manage such conditions. If we are satisfied by their explanation then we can take him into consideration otherwise no.
Moreover,one cannot be sure about the records or reviews.There is a notable probability that the records may be crafty or there is indeed a great chance that the records of the doctor were manipulated by people who were against him. Inaddition to this, the patient to be treated may turn out to be apprehensive though it was not required,by looking at the records of the doctor. Certain outside factors like equipment,helping staff and the environment around him, working conditions and also the mental conditon of the doctor can be affective. So judging the doctor based on the records is both waste of time and also useless in such conditions.
Thus i conclude that may be the records help the patient to have clear idea of the doctor experience and the success ratio.At the same time, the records can bring trasition in the patient's attitude towards doctor and they may also become diffident and lose hope in doctor. So records at times are helpful but may be misleading if one doesnot understand or take into consideration the external factors that can bring about the change.
