Yes, cities are primary centers for cultural traditions. Also, it is an important responsibility of state to ensure proper financial support to its major cities.

It is unquestionable fact that development of major cities is an important consideration for federal state. But, development in other parts of nation is equally important. Secondly, being center for cultural traditions is not the only reason for development of cities.

Cities represent advancement of nation; they are witness of countries prosperity. Further, important premises, central offices, markets and stadiums reside in major cities.Yet, industries related to agriculture, raw material manufacturing plants and some tourist spots reside in rural areas. Therefore, it is important that state ensures development of rural areas too. Here I mean, that development of cities can not be compromised with development of country side.

At the same time, it is important to thrive major cities as they are center for important trades, politics and cultural development. For example, in India, Delhi and Mumbai are important in terms of industrial growth and commerce. Important delegates from different countries visit these major cities of India; impression of these cities, thus, is a quintessential factor in determining their view point about the whole country (India in this case). Delhi, a place of crucial historical monuments, provides enriched information about Indian history and tradition. Thus, it is critical for Indian government to ensure wellness of historical monuments in Delhi.

Moreover, development of country starts from major cities to remaining regions. Specifically, in developing countries, commercial and technical culture are first introduced to major cities. These cultural (commercial and technical) developments are are then made available to other regions of country. For example, telecom technologies like 3G and 4G were first introduced in Banglore, a major city of India,from this city it thrived to other regions of India. Hence, funds for technological advancement (technical culture) in major cities are mandatory for advancement and growth of overall country.

In sum, thriving development in major cities is crucial responsibility of state as cities are important center for cultural and traditional prosperity. But, here I add, that this should not be done at cost of undeveloped country side.
