"The population on Balmer Island doubles during the summer months. During the summer, then, the town council of Balmer Island should decrease the maximum number of moped rentals allowed at each of the island's six moped and bicycle rental companies from 50 per day to 30 per day. This will significantly reduce the number of summertime accidents involving mopeds and pedestrians. The neighboring island of Torseau actually saw a 50 percent reduction in moped accidents last year when Torseau's town council enforced similar limits on moped rentals. To help reduce moped accidents, therefore, we should also enforce these limitations during the summer months."

From the above argument it can be assumed that Balmer island are a favourite tourist destination during the summers thus leading to doubling in the population every summer. Also it mentions the increase in moped accidents during these months. The support of this statement is given by assuming that the moped incidents occur due to the high rentals of the mopeds in the summer. An option of reducing the rental limit of mopeds from 50 to 30 has been given to reduce the moped accidents stating the example of the torseaus islands which implied the same law of decrease in moped rental.
The argument made above is supported by a brilliant live example of Torseaus islands. But the drawbacks of such a conclusion of decreasing the rental limit of mopeds has been unseen. The tourist need a means of transport to explore the island and moped is the most convenient and private transport option for them. If there is a restriction to the number of mopeds that can be rented out in a day by the 5 renting agencies of the island it may lead to:
1)Decrease in tourist population during the peak time of the island
2)This will effect the economy of the state tourism and the island as the whole.
3)The renting companies will not be able to avail any profit of the tourists that come during the summer time.
4)The island will not remain a hotspot summer destination.
Thus just be decreasing the limit of moped rental from 50 to 30 will not help resolve the issue of moped accidents. Strict laws on driving , rental and use of the mopeds can be designed by the city council to resolve the problem. Also the traffic police can be upped in the months of summers to reduce accidents due to driving under influence or by not following the traffic laws.
If by reducing the limit and accepting the above argument and the solution the condition or rate of moped accidents does not reduce it will lead to the decline of the tourists during summers and also cause a substantial amount of economic loss to the island.
