Firstly a detailed research should be underway so as to find the consequences if not lethal to a affected individual may result in wht other health disorders. If by research its found that if not lethal the flu may result in many other disorders short or long term then a suffucient evidence can be kept forth to make sure the periodic adinistration of the inoculations.

Also, not just to the immidiate locality, there is also a chance of the flu spreading to other parts of the district or country for that matter, this needs to be curbed. If the research shows any evidence of the cow flu spreading through various means or mutation for that matter its a serious alarm, by not inoculating the people in the area where the disease is detected we are just waiting for a flu outbreak to happen. This case is analoguous to the great flu outbreak in the recent century in USA. Due to the non lethalness of the disease it was taken lightly till the around 30% of the population needed urgent help medically. Its better always to know your enemy in this case the cow flu before treating it lightly.

However small the possibility may be if the results can be lethal then the administration of the innoculation should be made mandatory in the flu affected ares with peridic administration. Every life is important, and every life however frail it may be needs to be saved.!
