Art, by definition is that which people regard as a spiritual enjoyment, as well as being the part of a society's history and culture. Proponents of the view that government should cut the funding for arts when many people are in starvation or unemployed, focusing on the more urgent problems, believe that supporting art is meaningless in the case of recession; others assert that arts mollify the peole suffering from disasters, as well as being part of nationa's culture and history. While arts are important and bring the viviality in people's life, it is invaluable to pursuit arts when majority of people are in hungery or poverty.

First, the government's primary consideration is how to keep its citizens away from starvation and indulgence. Although arts is the part of a nation's history and culture, people are unble to creat or concetrate on arts when they are suffering from others problems. During second world war, for example, once a prosperous country, Egypt lost thousands of piantings and antiques while its citizen were fighting against Nazi Germany. After the War, people recoveried from starvation and penury, as well as managing to find back all its arts that went missing. It indicates that a the stability of society decides the safety and prosperity of arts. If peole suffering disasters or diseases in a country, the government would have to primarily consider to support and provide them neccessties by any means.

Second, although arts are categorical in the sense of spirit, people are not able to consume such enjoyments while they are in the middle of catastorphies or other troubles. In addition to being spiirtual enjoyments, art is lavish and not all people can afford to visit exhibitions or galleries, particularly those who are suffering from the crisis of economics and being unemployed. More importantly, it would be nonsense when one discussed the arts while one was starving.

In conclusion,even if arts make great contribution to the civilization, the value of such process would not be conspicuous if majority of human being were starving or poverty. Furthermore,despite of being necessary in the development of humanity, art is the byproducts of other creations, which made when the society were in well being. So government should have a sense of urgenty when they confront shortage in the fiscal expenditure.
