Education is the single most important factor in the development of a country. Do you agree?

My first opinion about this sentence is more or less. Firstly , i have to mention that education is the essential part of each person. In my opinion , education is not only university or high school. Because there are a lot of persons who is well-educated , but they have not any university education. But in this case , if we are talking about country , i can say that there are a lot of country's that they development just depend on education level. For instance, we can say Japanese. This country developed with help of education. According to it , we may assume that education is the one of important factor. But , I am afraid of , i am not agree with the assumption of The most important factor. Because , i guess that for development of a country all the factors have to blend and create mix. Unfortunately , i can not mention such country , but we must adopt that besides the education country's need natural resources , good leading and so on.
Finally , as i have mentioned , i am not definitely agree with the topic , and i tried to maintain my opinion.
