Overall, the average house prices in five cities had wide fluctuations. Between 1996 and 2002, the house prices of all the cities were higher than themselves in the previous 5 years and there was a drastically increased in 4 Western countries compared to the 1989 average.
According to the given data, though the house prices showed an upward trend, Tokyo was the only city that kept the prices lower than average prices from 1989, with 7.5% in 1990-1995 then increased 2.5% to exactly 5% in the following 5 years.
During 1996-2002 the price average property prices in the other cities were gradually rose and eventually all the cities showed the higher prices than that in 1989. In details, the figure for Frankfurt prices was stable at around 2.5% while the cost of an average home in Madrid rose by a further 2% to nearly 4%. Whereas, the biggest changes happened in London and New York when the prices climbed sharply over 20% and exactly 10% respectively from 1990.
