After falling for a decade, it went up slightly to 8 percent in 1992, followed by a moderate fluctuation. It reached 5 percent finally in 2000.
After 2000, a modest rise is predicted in the first decade. Then the rate is projected to remain the same at 10 percent from 2010 to 2020.
