Nowadays, government funding is still quite limited for academic studies, and some people believe it should be used only for rewarding their top students. The alternative resources, like non-profit charity organizations or private donations, can support all other expenditures. In my view, I am not convinced that this proposal can make a significant difference.
Admittedly, if government funding exclusively targets the students with the best academic performance, it will just benefit for the same group of individuals, which is likely to discourage those who make great efforts or have physical or financial difficulties. In other words, universities are the places where all students are entitled to enjoy equal opportunities for awards and financial endorsement. For example, the University of Toronto uses government funding to award students who demonstrate major progress on grades, although they are not the best marks. Similarly, government funds are also indispensable for the disabled or those from extremely low-income families.
Meanwhile, universities may face overwhelming pressure to seek funding themselves when all government funding is utilized solely for students. Such educational institutions not only have to spend money on attracting more enrolments, but on organizing large fun-raising events to support other critical expenses, including faculty’s salaries, infrastructure maintenance, and research projects. Accordingly, universities may get distracted from their essential responsibility of teaching, and hence compromising their education quality in the long run.
Of course, while some might argue that top students deserve government scholarships for their extraordinary endeavors, determination, and persistence, I still think that universities should find a healthier way of raising funds, wisely balancing various financial resources, and appropriately distributing them, other than restricting government funds only for the best student’s benefits.
