First of all, the writer goes on to mention that the policy will encourage people to smoke fewer cigarettes and eat much less unhealthy food, which leads toward a healthier society. On the contrary, the professor rejects this by explaining that more taxes will force smoking people to buy cheaper cigarettes which have lower quality and will be more harmful to them. In addition, will leads who use unhealthy foods, to greater risks because they spend most of their money to buy unhealthy foods and will have less money to buy healthy foods.

Furthermore, the reading argues that people who smoke cigarettes or eat unhealthy foods need more medical care. Therefore, the government could earn some of the money which spend on their medical care from the taxes. Conversely, the listening supports an opposite view as compared to that presented in the passage; she describes that raising taxes is so unfair. Some people have more income and others have less, but if both of whom smoke one packet of cigarette per day, they should pay identical taxes. The professor believes that taxes should be relative to people's income.

Finally, the author explains that with the use of the taxes government can invest in some other projects that have some benefit on public welfare, such as creating parks or build highways for more convenient transportations. The speaker, in contrast, rejects the author's view and illustrates the idea that it will bring up millions of dollars income for the government which they do not want to use it and look at it as a reliable source of revenue. In this situation, they may be let people smoke outdoor in public because they do not want to loose this income.
