The reading passages that three dimensions of benefits of imposing taxes on those who use the cigarette. And several reasons are offered in support of the arguement. However, in the conversation, the lecturer casts doubt on it and contradict it for the opposing three viewpoints.
To commence with, the article mentions that the taxes which are imposed on those who smoke are effective means to discourage people from keeping using the cigarette again. With much more expenditure on this product, some consumers will gradually give up buying, and this is an expected result. However, the lecturer indicate that once the price on the cigarette becomes higher than ever before, a certain number of people have no choice but to shift to buy the low-quality amd cheaper one. This, on the other hand , is much more detrimental to people's health because consumers have no idea about the content of the product.
In addition ,the reading passage suggests that the added taxes is a kind of fair practice to cover the financial cost that the cigarette users have done. This policy can facilitate the transition of extra financial burden that have been made by those who use the cigarette. However, the lecturer argue that the definition of fairness vary from person to person. Those who are in the status of high income may feel that the extra taxes on the cigarette won;t be the burden at all. But, for those who are have lower salary, this extra expenditure will definitely affect their right to smoke and they will fee quite unfair.
Finally, it is mentioned in the passage that the extra revenue acquired from the taxes are good for the development of the local development such as the education construction. However, this argument is refuted by the professor. She mentions the downside of the revenued derived the taxes of cigarette. If the goverment official could always get the chance to the stable revenue, they are not willing to allocate this revenue to any kind of new development such as museums and parks. It will affect the benefit of the local residents.
In conclusion, though the passage mentions three bebefits of the taxes on the cigarette, the profess refute the arguement .
