In the reading, the author presents 3 arguments against the establishing new strict regulations for handling and storing coal ash which is a harmful material left after burning coal. However, finding all the arguments questionable and implausible, the lecturer totally disputes them and expresses that new strict rules are definitely required.
At first, the author argues that effective environmental regulations already exist. Conversely, the lecturer brings up the idea that these existed regulations, such as using liner to prevent leaking coal ash components into the soil and water, are not sufficient. Based on these regulations companies are forced to use the liner only in new landfills and ponds and there is no rule asked companies use the liner for old landfills. Owing to the fact that old landfills can significantly harm the environment by contaminating groundwater with coal ash leaked into the sail, new regulations should force companies to use the liner in those ponds and landfills.
In addition, the reading passage holds the view that new stricter rules on handling coal ash may lead to a reduction in buying the products in which coal ash is employed. That being said, the lecturer dismisses it by clarifying the fact that imposing new strict regulations does not bring about stop buying the products. The lecturer provides an example.Since many years ago, other dangerous material, mercury, has been subject to strict and intense rules but there is no declining in its use and customers are now using it.
Finally, the author draws attention to increase the cost of storing coal ash and the corresponding rise in the price of electricity as the support of the claim. Yet again, the lecturer dismisses it by pointing out that the result of imposing new regulations outweighs its cost. Imposing the new rules makes the cost of power plant increased by 15 billion dollars and 1 percent in the price of electricity for each user. It is worth by considering the fact that we can finally have a clean environment.
