The reading passage debates an important topic about strict rules for generating coal ash. The author acclaims that excessive strict rules are unessential and it would have negative effects and gives three reasons of support for the assertion. Nevertheless, the professor clarifies that none of the reasons given by the writer is cogent.
First, the article discusses that there are enough rules. For example, the government forces companies to use liner materials to prevent coal ash to penetrate in the soil. Even though, the professor contends that this rule is for new lands and old lands would damage the environment. According to the professor statements, a compliant rule should exist that prohibited damages from old and new lands. Consequently, this reason is not convincing.
Second, the professor opposes the writer’s assertion about concerns of recycling coal ash. The article asserts that if people figure out the strict rules about coal ash, they wouldn’t use it in customary applications such as building anymore because they think it has many bad for their health. The professor rejects this idea by giving an example of mercury. She argues that everyone knows that mercury is poisonous but it leads to recycling it in secure way ad it has much application after recycling.
Finally, the passage posits that extra regulations would lead to more cost for the power generation and ultimately it would increase the electricity cost which is not pleasant for people. The professor deputes this claim by mentioning that it will increase the cost for the company about 50 billion dollars but it just increase bill as one percent which is not considerable. So we can infer that it’s very little besides environmental importance.
To sum up, the article and the professor have conflicting ideas about extra regulation in generating coal ash and all of the reasons support that many strict rules have to exist to prohibit soil and water damages and protect the environment.
