According to the reading passage, power plants produce a waste and harmful material which is called coal ash in result of coal burning. As the coal ash can be harmful for the environment so, environmentalist suggest that the United States government should create new and much stricter regulations for handling and storing coal ash. The reading passage declares against this suggestion and explains the three acclaimed objections for that. However, the professor opposes them and gives a different view point on the handling and storing coal ash regulations.
First, the author mentions that the regulations exist. Even though the proposed objection seems logical but as the professor states that the using liner just for the new ponds and landfills cannot be sufficient entirely. She asserts the coal ash which is released in the old landfills and ponds can penetrate to the ground water and pollute it. So we can infer that the liner should be used in both of the old and new places.
Second, the professor sees the existing concerns about the general panic about using recycled coal ash in production of other staffs from a different view point. She discusses that although the companies concerns about the potential general panic but as the professor states the mercury also recycled and no one concern about that. Based on the professor statements, we can assume that the proposed concern is not logical and it's baseless.
Finally, the professor refutes the author's claim about the increasing cost problem. She argues although the new regulations induce an extra cost for the companies but the analytics have examined that the total extra cost is about 50 billion dollars. Therefore companies should increase the bill of electricity about 1 percent to recover they investments and it is really acceptable for the people.
In brief, the professors and the author give the contradicting ideas about the new regulations for handling and storing coal ash. The professor sheds light on the issue and explains that the new regulations can be much helpful for the environment and all the complaints claimed by the company holders are not logical.
