The main idea of both the reading and the lecture is about imposing taxes on cigarettes and unhealthy food. Although the author mentions some benefits for taxation, the lecturer finds them challenging and provides some counter reasons to refute them all.

First of all, the author states that successful taxation on similar products such as tobacco has opened the eyes of government to apply taxes on not only cigarettes, but also on unhealthy ingredients. In contrast, the lecturer presents that enhancing taxes on cigarettes enforce people to buy much cheaper and low-quality products which are even more hazardous for their well-being. In addition, exposing taxes on unhealthy food does not contribute the less consume. While many people are inclined to use up such ingredients, they are less likely to reduce their usage and employing taxes will not be as beneficial as the government expects.

Furthermore, the author explains that the consequences of smoking and eating unhealthy foods includes all range of the society and it is not fair for them financially , thus, imposing higher taxes would be fair for those people who are not addicted to such behaviors. The lecturer, on the other hand, expresses that government should take into account the amount of people income while imposing taxes. People have either higher salary or lower income. Raising a great deals of money as taxes would make poorer people suffer more since they have lower income to cover their expenses. This is logical for imposing taxes on unhealthy foods as well.

Eventually, the reading claims that government can invest the money from taxes on building facilities for people such as recreational centers, parks and educational centers. However, the lecturer denies this fact, pointing out that this idea would have some drawbacks. If the government spend this money on projects and services, they will be more dependent on such revenues to do such facilities and don't legislate the laws and policies to eliminate the whole negative behaviors. For instance, they are reluctant to regulate laws neither on smoking in public place nor indoor spaces. Thus, they are less likely to uproot these problems completely due to the fact that they rely on this money to keep up with building the infrastructures.
