In the reading oassage, the author claims that power compnaies disapprove the carrying out the new restict regulation regarding handling the coal ash, whish a waste product of burning coal including chemical harmful components, by poiniong out three reasons f support. Howver, finding all the ideas implausible and questionable, the professor casts dount on what is presented inthe text and states that these rules should be conducted serously.
At first, the author argues that there are some useful environmental regulations such as applying the liner. Conversely, the lectuer brings up the idea that these rules are not adequate. For instance, the liners only are utilized for the new pond or landfill, whereas there are a plethora od old ones which cause disposal of the contaminated material seep in the soil. Therefore, having enter into the ground water, the contaminations pollutes drinking water. In order to hinder occuring and continuing these irrecovareble damage to the environment the liners have to be built in older ponds and landfills as well.
In addition, the reading passage holds the view that applying strict regulations ends up to not using the recylced products of the coal ash. On the other hand, the professor dimisses this pointby clarifying the fact this assumption is basically wrong. Take a mercury as an example. This material is being recycles uder the strict regulation and all the poeple buy the product manifactured from mercury while they are awar of this fact that this material is naturally dangerious. Consequenly, the ristrct regulation has nothing to do with the further usage of its products.
Finally, the author assers that these ruls lead to a rise in the disposal and handling cost. The professor, thought, disputes this idea and subscribing the fact that despite this isue that this additonal expense is considerable, but this extra cost worth. Moreover, the increase in the electicity cost will be only 1% which is really worthwhile in comparision to have a clean environment.
