Prior to the rising price of petrol, the problem of pollution and over crowd traffic will be solved or not. In my point of view, it depend on different circumstances, if it happened in a place which include convenient public transportation, it might be useful.
Take Taipei for example, the city has MRT, buses, high speed rail and train, when the petrol price more than the amount value of public transportation, then people are going to pic which has higher value gradually, after that the pollution issues and massive traffic are going to decrease as well.
In other hand, the contrast condition of another city which may just got few buses and few train station, the measure might not work, due to the less transportation, the way that people go to work is by car; furthermore, even if the price of petrol only increase their cost of living.
In fact the measure may work indeed, just not in the right place. My advice for it is to build the connection, the various convenient transportation, with the major city. The problems come from the flowing people whom need their own car to transport, and those men are from the minor place which has less public transportation; therefore, if all the places could have the same stander of traffic, then the problems will be control easier.
