The below charts compares two kinds of countries in terms of average years of schooling, scientists per 1000 people and spent money on research and development in the years of 1980 and 1990.
It is clear that industrial countries had by far the highest rates in every aspect. however, developing countries had progressed, the rates were eventually near to before.
Comparing developing countries, it is shown that years of schooling had elevated fairly less in 10 years(just about one year). This rate is similar in scientists and professionals per 1000 people where they had merely increased about 5 persons during 1980 to 1990. While in 1980, developing countries had spent 50 billion dollars, the expenses had been fallen to half of original amounts.
In the second comparison, in 1980, when average years of schooling are more than 8 years in industrial countries, in 1990, the years had been climbed to one out of five more amounts, the number of experts had grown approximately from 4.5% to 7% and dedicated money to research had increased to 350 billion dollar(more than double).
To recap,it is obvious that the improvements in industrial countries are more observant than developing countries.
