Some argue that the government should place as fewer restrictions as possible to the scientific research and development, while others believe that with the proper restrictions, the scientific research will be more effective. I fundamentally agree with the assertion that government should decrease the number of restrictions. At the same time, however, with the restriction the process of the research and development will be efficacious as well.

Placing some appropriate restrictions on the research and development would be beneficial in a number of respects. First of all, the government give the scientific area a uniform direction which the government definitely hired some experts and decided. With the proper direction, most scientists are able to focus on the same area and make it much more effective. Moreover, by following the restriction set by government, scientists of certain area which was neglected are more likely to get sufficient financial funding from the government. Finally, the restriction ensure that the scientists not to cross the laws. The restrictions serve to set some rules and limitation which avoid scientists to violate it.

However, placing restrictions would pose certain problems, which might outweigh its benefits. To begin with, the restriction does limit the imagination and abilities of scientists. Scientists are coerced to follow the rule and abandon their creativity comes to their mind. Second, without the interference of limitation, more and more scientific researches are able to serve the people who suffer from the disease that the research focuses on and is undertaking. Considering there are lots of people suffer from lacking of apropos donation from others, the replication of human genes, which is prevented by a majority of restrictions and not being able to come true, might be a possible and feasible solution.

In the final analysis, the restriction would amount to a double-edged sword. While it would provide scientists with an analyzed norm to follow, at the same time it might stifle the possible cures or prominent developments in some areas. The optimal federal approach, in my view, is a balanced one that the government should prevent implementing restriction on the scientific research.
