To mitigate the spread of coronavirus among the communities, the Nepal government had done a nationwide lockdown. This lockdown prohibited all the movements except the medical supplies and essential goods. It also affected all construction works including road construction and maintenance works. This ban on transportation became obstruction for the construction works. Another thing is reinforcement steel which is important for all construction works. But all the steel is imported from India, where the covid-19 infection rate is high and the steel is not imported due to the high risk of transmission of coronavirus. All these above factors affected the construction works of Nepal.
However, this prohibition on the transport make obstacle on construction works, this is also an opportunity for making progress on the construction works. This lockdown mainly favored the construction and maintenance works of the road like Kathmandu city, where heavy traffic occurs. The Kathmandu city had utilized this period for maintenance and rehabilitation of the roads within the city. Due to this lockdown, the construction work went behind the normal schedule. So, the discussion for progressing the construction work adopting the safety measures should be done. It will help to generate employment for the local people where construction work is done. Many people came from a foreign country by abandoning their current job. This Situation has increased the number of jobless people in Nepal. These construction and maintenance work for road will help to generate the local employment for these jobless people. Also, If the workers from disadvantageous groups are included in this work their income will increase. So, this type of construction and maintenance work will help to generate local employment which will help to earn money for the local peoples in this pandemic period.
Since we are talking about continuing the construction works during the global pandemic, it is most important to adopt the safety measures against the virus infection. The WHO has also said that the most effective way to control the virus is by washing hands with soap regularly, wearing of masks, and adopting a social distance of 2 m among individuals. So, the provision of sufficient handwashing facilities, alcohol-based hand sanitizer for all workers, and social distancing should be made mandatory in the construction site. Also, we should adopt measures like regular sanitization of construction tools as well as commonly touched surfaces, avoiding the sharing of hand tools and sanitizing them if necessary, provision of the sufficient number of toilet/bathroom facility for all workers, provision of an isolation ward on each construction if any one of the workers gets sick, etc.
By adopting the above-mentioned measures, we can continue the construction and maintenance work for the road to generate local employment without spreading the virus infection.
