Recently, some controversy has been generated about stricter regulations for handling and storage of coal ash. The author states that power companies oppose these regulations and provides three concerns. However, the professor says that these regulations are really important to have a cleaner environment.
The first area of dispute is about if the regulations exist. The professor says that the environmental regulations such as liner special materials which protect the environment from contamination exist only for the old pond or landfill of the coal ash. However, the government should apply this method for the old and new sites because some of the new sites cause damageto the environment and contamination to the water. Despite that possible rationale, the author ignores these potential explanations.
Another controversial issue is the about if consumers will buy the recycled coal ash. The speaker argues that the concer of the reading that consumers would not buy these product is not convincing because some of these regulations happened before in different products and cnsumers still buy them. For example, Mercury has restricted rules of storage and handling and people have only a few concerns and still by it. On the other hand, the reading states that consumers would not by such products if the government created strict rules of storing and handling coal.
The final area of dispute is the question of cost. The lecturer explains that Although the cost of storing and handling would be high almost 50 billion dollars, some researchers says that consumers will pay only 1% more on their electricity bills. She says this limited increase of cost is nosthing comapre to have a cleaner environment. However, the reading states that the cost of power will increase when the government release these rules.
To sum up, the professor provides three reasonable explanations to counteract the author's claim about new rules of storing and handling coal ash.
