Dear Mr Smith,
I am Ashok, your neighbour from flat no 414. Please accept my sincere apologies for the disturbance caused to you by my tenants. Please be assured that it would be my endeavour to make sure that such things do not happen again in near future.
I let out my flat on rent to university students last week only. The students appeared to be decent and sincere but since I got a complain from your side, I wanted to hear their side of the story as well. According to them, one of their projects got financial approval recently and it was a big moment for celebration. Although they started celebrating cautiously but some of their friends, who came from outside, could not contain their excitement and got carried away causing a disturbance in the neighbourhood with high noise. Since I could also relate with their celebration causing the noise, I gently requested them to celebrate outside the home from next time which they promptly accepted to vowed to never repeat the mistake again.
