You recently stayed in a hotel in a large city. The weather was very unusual for the time of year and the heating / cooling system in the hotel was quite inadequate.
Write a letter to the manager of the hotel. In your letter:
give details of what went wrong
explain what you had to do to overcome the problem at the time
say what action you would like the manager to take

Dear Mr Dev,
I am writing this letter to make a complaint about your hotel's accommodation in which I stayed last weekend.
My flight to New York was cancelled due to unpredicted snowfall and I decided to take shelter at your hotel. I was alloted the single room suite on the first floor at the extreme left end of the block. Since the weather was freezing, I switched on the heaters of the room. Unfortunately, it was not functioning because the thermostat was fused out. I tried to contact the help desk but the service staff was unavailable.
Later, I was hoping to solve this issue by placing towels and bedsheets in order to cover the vents and succeeded initially; but, after sometime the cloths went damp and the room temperature became even more chilly. Due to this, I did not sleep well the whole night and decided to check out early, next morning.
If I may suggest, please check on the heating and air conditioning systems of the rooms as they need regular service so that they function properly. When such small and basic necessities do not work , they can ruin your company's reputation.
