The media plays an important in spreading awareness especially with visual evidence and presentation skills in such dramatic ways, since thier prime motive is higher ratings or comonly know terminology TRP. In the wake of this objective smaller issues also take precedence over general news. It is fact that people would be interested in learning about things that will affect their day to day life, thus news stories like food adulteration, or scandals relating to petrol, LPG, sugar, and daily provisions gain importance since these issues they can relate to and comprehend easily rather than the bigger scams. Also, scams relating to flesh trade, wardrobe malfunction and exposure of celebrities, have been observed to generate higher TRPs. However airing a high volume of such scandals would eventually mould a public mindset and they get habituated to these kinds of stories and loose interest in taking such stories seriously.
Another noteworthy aspect of a scandal is; the period when it is exposed. Essentially some scandals are exposed during general elections where in the oppsing parties take advantage of votes by denigrating their rival.
Since people are generally busy with their daily lives and jobs, it becomes a challenge for people to understand and identify the important ones and entrust this job to the speakers and reformers as per their judgement to steer the sentiments/attention of the people in the correct direction by emphasising on the importance of a given scandal.
