As can be seen clearly from the chart, the spending in insurance rises gradually throughout the period shown. The cost of other workers’ salaries falls steadily over a period of 20 years, while other spending in teachers’ salaries, furniture and equipment and resources show a fluctuated trend.

In 1981, there was 40% of total school spending for salaries of teachers. The figure for teachers’ salaries reached to peak (50%) in 1991, and then dropped to 45% in 2001. By contrast, the expenditure in salaries of other workers decreased from 28% in 1991 to 22% in 1991, falling further to 15% in 2001.

The spending in insurance first rose from 2% in 1981 to 3% in 1991, climbing peak at 8% in 2001. Meanwhile, the figure for resources accounted for 15% as same as that for furniture and equipment. In the year 1991, the number of resources jumped to 20% and plummeted to 9% in 2001. However, the expenditure for furniture and equipment increased dramatically from 5% in 1991 to 23% in 2001.
