The Mason River flowing through the city is rarely used for these pursuits, however, and the city park department devotes little of its budget to maintaining riverside recreational facilities. For years there have been complaints from residents about the quality of the river's water and the river's smell. In response, the state has recently announced plans to clean up Mason River. Use of the river for water sports is therefore sure to increase. The city government should for that reason devote more money in this year's budget to riverside recreational facilities.

Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on the assumptions and what the implications are if the assumptions prove unwarranted.

The writer claimed, the Mason city government, in this year, should devote more budget to riverside recreational activities. Although the results of surveys showed that water sports were ranked among favorite activities of residents, but they scarcely used the Mason river through the city. since the state has announced plans to clean up the river due to complaints from the residents about river's smell and its water's quality. I think he adversely concluded that residents would use the river for water sports and so building recreational facilities is necessary.

First and most, the writer assumed that cleaning the river would increase its usage for recreational purposes, but he didn't mention the other factors of an appropriate river for water sports. for example there are some features of a river like the depth of it or the rate of water and kind of stones in it that affect on its usage. Although the city government clean the river but maybe its depth is not enough to swimming and boating or even it may be peril for these activities.

Moreover, the writer assumed that surveys were reliable, but there is no evidence about surveys. For deciding about most favorite activities, he/ she should inform the reader about sampling population and distribution of surveys, like recepiants age,gender, financial condition and even their jobs and also that which proportion of all residents has been questioned. Since, maybe just a little percentage of residents(less than 2%) has been questioned and so their answers can not be the symbol of all the resident. or, maybe the recepiants were teenagers who prefer exiting activities but elder people prefer calm activities like playing chess or watching movies. so its not reasonable to make a plan in a result of a survey where there is no information about its circumstances.

Another important thing is that the writer assumed city residents like water sports more than the other activities but as mentioned in the text, they ranked it among their favorite recreational activities but not on the top. Maybe there are 10 activities and water sports is the last one , so they will be more likely to have other recreational facilities like cinema,theater or even golf court.

Furthermore, the writer concluded that since the city government had announced about cleaning the river it will be suitable for recreational activities next year. But we should know about the time of project's commencing and finishing. Maybe the cleaning project is a time consuming one and it takes several months. So even riverside recreational facilities may be neccessary but the time of devoting money is not as soon as he/she said.

To sum up, the writer suggested to the city government to devote money for riverside recreational activities in next year's budget due to rank of water sports among residents recreational activities and the state's announcement about plans to clean up the Mason river. But he/she didn't mentioned about the river's features to be used for water sports. And statistical datas about surveys conditions and results should be given to make a conclusion. So since there isn't any statistical data abot surveys and information about the river's conditions an the cleaning project's scope of work, i can not accept the writer's suggestion.
