The line graph illustrates the levels of arrests per year for using illegal drugs from 1991 to 2005. Overall, it can be seen that despite fluctuating over the periof as a whole the quantity of arrests rose over 15 years.
In 1991, the levels of arrests for illegal drugs use stood at 10. However, there was a gradual increase in the number to 22 from 1991 to 1994. The figure then rose dramatically to 60 in 1995 and kept remaining stable at 60 over the following two years. 1997 to 1999 saw a steady fall in the arrests rate to 40, which was followed by a significant increase at the end of this period, with the rate reaching a peak of 70 in 2000. Next, the number of the arrests plunged to a low of 15 in 2001 and then suddenly climbed to 55 in 2002. It remained stable for the following two years, but declined gradually to 40 in 2005.
