I have a question. Could you tell me why the writer only mentioned the drawbacks in the conclusion? Does it mean that the writer believed that the drawbacks outweighed the advantages? Also, in this essay nowhere the writer described his opinion. could you tell me in what sorts of essays we must explain our opinions?

Well, you didn't read the essay topic carefully:

'Why is it happening? What are the advantages and disadvantages of both situations?'

there is no where asking you to compare something like 'drawbacks outweighed the advantages'. The structure is like this:

paragraph 1: introduction.

paragraph 2: Why is it happening?

paragraph 3: advantages

paragraph 4: disadvantages

paragraph 5: conclusion. This conclusion simply gives an opinion to the disadvantages in the paragraph 4, so it is a great conclusion. Actually you don't need paragraph 5 according to the topic, but it will be better to give an opinion (whatever you like).

You know, I think that in your method most of the times the conclusion (paragraph 5) is originated from paragraph 4. What has lain behind this idea? Why does the conclusion in this essay is an opinion to the disadvantages in the paragraph 4?
I have heard that conclusions should be a paraphrase of the topic, and nothing new should be added. But here I see something else. Could you give me some hints for conclusion?

A: this is his (Jutin's) opinion. You don't need to give opinions for disadvantages. You can give opinions for advantages in paragraph 3 too.

Well, again, you need to write essays according to the topic. There are no fixed rules for the conclusion which should paraphrase the topic, or should do something else. for example:

para 1: introduction. (I support idea one or agree/disagree something)
para 2: reason 1
para 3: reason 2
para 4: reason 3 (optional)
para 5: conclusion (here you can paraphrase the reasons: because of reason 1, reason 2, and reason 3, so I support idea one or agree/disagree something)

or:

para 1: introduction. (some people idea one, others idea two)
para 2: idea one.
para 3: however, idea two
para 4: in my opinion...(whatever you want to support)
