there is no where asking you to compare something like 'drawbacks outweighed the advantages'. The structure is like this:
paragraph 1: introduction.
paragraph 2: Why is it happening?
paragraph 3: advantages
paragraph 4: disadvantages
paragraph 5: conclusion. This conclusion simply gives an opinion to the disadvantages in the paragraph 4, so it is a great conclusion. Actually you don't need paragraph 5 according to the topic, but it will be better to give an opinion (whatever you like).

Well, again, you need to write essays according to the topic. There are no fixed rules for the conclusion which should paraphrase the topic, or should do something else. for example:
para 1: introduction. (I support idea one or agree/disagree something)
para 2: reason 1
para 3: reason 2
para 4: reason 3 (optional)
para 5: conclusion (here you can paraphrase the reasons: because of reason 1, reason 2, and reason 3, so I support idea one or agree/disagree something)
or:
para 1: introduction. (some people idea one, others idea two)
para 2: idea one.
para 3: however, idea two
para 4: in my opinion...(whatever you want to support)
