In general, we can clearly see that council expenditure for book clubs was directly proportional to the number of book club members. The amount of money a city council delivered to book groups and the figure of book club members peaked in the end of the third year.
In the first year, a city council spent for book clubs was £20,000 and the number of book club members was 60000 people. In the next period, the amount of money that city council gave to book clubs increased slightly to £225,000 while the number of book club members decreased gradually to 5000 people.
